HomeMy WebLinkAboutDPW Highways Version 2 Site Plan Comments Mitchell Property Development Series 2 Highway Engineering Required Plan Approvals / Public Works Agreement  Road and storm drain plans for Canning House Road will need to be approved and a Public Works Agreement will need to be executed prior to the issuance of building permits for the site.  Perryman Access Road is identified on the Transportation Element Plan. In accordance with the Harford County Subdivision Regulations, Perryman Access Road shall be designed and constructed as shown on the preliminary plan from the property line east of Fords Lane to Canning House Road in accordance with Harford County Road Code standards per the following schedule. 1. The Developer shall complete the following prior to issuance of st the first (1) building permit by Harford County: a. Deed to the County, in fee simple, free and clear of any liens or encumbrances, all right-of-way and easements necessary to construct the Perryman Access Road from the eastern edge of the Property, east of Fords Lane, to Canning House Road, as depicted on the drawing attached as Exhibit 1 and incorporated herein (“Road”). b. Complete the design of the Road to 95% completion, which shall be when the construction plans (consisting of road/storm drain plans, erosion and sediment control plans and storm water management plans) are approved by Harford County. c. Prepare a construction cost estimate for the Road for review and approval by the County Director of Public Works. d. Deposit into an escrow account with the County an amount equal to the estimated cost to construct and inspect the Road plus a twenty-five percent (25%) escalation factor. 2. The Developer shall complete the following prior to issuance of rd the third (3) building permit by Harford County a. Complete the Road design to 100%, which shall be when all approvals and permits required under applicable federal, state and local law for the design and construction of the Road (including, but not limited to, a Maryland Department of the Environment Wetlands and Waterways permit) have been obtained, and a cost estimate, based on these 100% plans to construct the Road is resubmitted to the County for review and approval. b. Deposit into an escrow account with the County an amount equal to the difference between the 95% estimate and the 100% revised estimated cost to construct and inspect the Road plus a twenty-five percent (25%) escalation factor. The estimated cost is subject to review and approval by the County Director of Public Works. Escrowed funds will be returned to the Developer if the 100% estimate is lower than the 95% estimate. 3. The County shall use the escrowed funds described in paragraph 2.b. above, towards construction of the Perryman Access Road project. Required Design Standards  Harford County Road Code  Maryland Manual on Uniform Traffic Control Devices (MdMUTCD) 2011 or latest edition (for the pavement striping and traffic control signs.) Rights-of-way / Easements required  Drainage and utility easements are required along all stormdrains from the edge of the right-of-way to the end of the outfall treatment. Easements shall be shown on final road and storm drain plans and on the subdivision plat.  A 30-foot-wide right-of-way dedication is required from the center line of the road along Ford’s Lane. Sidewalks  A sidewalk shall be provided along Canning House Road from Perryman Road (MD Route 159) to Chelsea Road.  Sidewalk shall be continued from the west side of the roundabout at the intersection of Canning House Road with Perryman Access Road to the 10’ wide hard surface trail.  Provide a sidewalk/trail connection from the trail along Perryman Road (MD 159) (in vicinity where trail terminates near pond) to the sidewalk along Canning House Road (in the vicinity of the proposed bus stop).  Handicap ramps shall be provided at the time of final design on the road and storm drain plans at the roundabout at the intersection of Canning House Road with Perryman Access Road, at the intersections of Canning House Road with Perryman Road MD Route 159 and Chelsea Road, and at all entrances to Canning House Road. Handicap ramps shall be located at the PC/PT of the curb returns. Drainage  Suitable outfalls must be provided for the proposed storm drain systems along Canning House Road and shall be approved at the time of final design. Design Comments  Canning House Road shall be constructed in accordance with the Harford County Road Code design criteria for Business/Industrial local roads that specifies a 40-foot-wide pavement on a 60-foot-wide right-of-way with 5- foot-wide sidewalks on both sides. A modified typical section as shown on the preliminary plan (from Perryman Access Road to Perryman Road (MD 159)) consisting of a 44-foot-wide pavement on a 60-foot-wide right of way with 5-foot-wide sidewalks on both sides will be acceptable. A modified typical section as shown on the preliminary plan (from Perryman Road (MD 159) to Chelsea Road) consisting of a 38-foot-wide open section roadway on a 60-foot-wide right of way will be acceptable on the condition that sidewalk is provided on one side of the roadway. Note that no Stormwater facilities, other than grass swales, will be allowed within the right-of-way.  Perryman Access Road shall be constructed as a 38-foot-wide open section roadway on a 60-foot-wide right of way with a 10’ wide trail as shown on the site plan.  The proposed relocation of Canning House Road and its access point to Perryman Road (MD 136) is found to be acceptable by the Department of Public Works.  Provide a roundabout at the intersection of Canning House Road and Perryman Road (MD 159).  Sight line profile has been provided demonstrating adequate sight distance for Canning House Road at Perryman Road (MD 159). Sight line profile has been provided for Canning House Road at Chelsea Road. (MD 159). Harford County comments will need to be addressed on this sight line profile to ensure adequate site distance for a 45-mph design speed per AASHTO standards prior to the preliminary plan approval.  Curve radii for horizontal alignment of Canning House Road shall be a minimum of 380’. A design waiver is required if this condition cannot be met.  Pavement sections for Canning House Road shall be per Harford County Business, Commercial and Industrial Roads (Plate R-3).  Provide a “slip ramp” for traffic making a right turn from Chelsea Road onto Canning House Road to provide a smoother transition especially for truck traffic by limiting the stop condition and reducing acceleration noise.  Private signs at entrances shall be placed as to not interfere with sight distance.  A revised traffic impact analysis was submitted for review. Comments will be forwarded to Planning and Zoning.
