Collected Agency Responses to Mitchell DAC Questions
DPW Water and Sewer
“Does the Sod Run waste water treatment plant have sufficient existing capacity to handle
increased sewer load from Mitchell and other proposed mega warehouse projects?”
Yes, the Sod Run Wastewater Treatment Plant has sufficient capacity to handle the sewer load
from the Mitchell Property warehouse project.
Community and Economic Development
“Studies have shown that mega warehouse developments adjacent to residential communities
have significant negative affect on property values, impedes residential investment in those
communities, and reduce community-wide tax base. How is this negative residential impact
weighted against the assumed tax advantage to the County from the developers?”
The Office of Community and Economic Development does not take this into consideration. If a
property is zoned appropriately for development, it can move forward through the review and
approval process. That issue would be considered during comprehensive rezoning and master
planning.
“Will this development be eligible for Enterprise Zone Credit?”
Yes.
“What is the criteria used to have this development eligible for Enterprise Zone Credit given that
it will not creating well-paying jobs, not developing underutilized land, and not revitalizing older
industrial sites?”
It is creating living wage jobs and is developing underutilized land. Enterprise Zones are meant
to encourage job creation and capital investment in targeted areas, which this property is in.
“Are there other Harford County managed incentives available to the developer?”
Harford County has a 10% match on State Advantage Maryland or MEDAAF funds which are
the State’s conditional loan to the company and can be put into a site to encourage business
attraction. Harford County’s funding typically comes in the form of Workforce Technical
Training Grants which provides matching funds through a reimbursement to businesses to
accelerate the delivery of technical training to existing full time permanent employees that will
contribute to expanding or improving production capabilities. MEDAAF may be an available
incentive but is discretionary for a company to choose, and requires County Council approval.
Parks & Recreation
“We as a community have planned to connect the two parks located on the peninsula. Are there
plans/accommodations in place to ensure that this is completed? What is the timeline?”
The Department of Parks and Recreation supports the idea of a trail connection between
Perryman Park with the Forest Greens property. This idea requires participation by the property
owners between the park properties. The Department of Parks and Recreation has a trail planned
as part of the Perryman Park site development.
“This development will have significant and life-changing negative impacts for the residents
surrounding it, yet the developer isn't required to provide sufficient buffers to mitigate their
impact. Why doesn't the code for this type of development address the need for the developer to
mitigate the development impacts?”
The Department of Parks and Recreation does not have any authority concerning development
buffer requirements.
“Is the developer required to pay any impact fees to the County and if so, how are we to be
assured that those dollars will go to our area to mitigate impacts?”
The Department of Parks and Recreation is not aware of any impact fees required to be paid to
the County for this proposed development.
“How will existing and future parks in our area be policed for trash and loitering activities?”
Trash pick-up at the Perryman Park site occurs on a weekly basis. The Department of Parks &
Recreation works regularly with the Harford County Sheriff’s Office on illegal activity concerns
at all County park sites. As specific trash or activity issues are raised by park neighbors, the
Department of Parks and Recreation will continue to address them.

“What are current response times for the County? How do these response times compare to
current response times for the Perryman Peninsula? Are existing response times to the Perryman
Peninsula acceptable? Describe plans to address response times that do not meet the standard.”
Much of the Perryman area is already composed of large warehouses and larger industrial
complexes. As each of these have been built in the past, various agencies review the type of
business that will be conducted in each structure. Federal, State, and County laws make it
mandatory for these businesses to identify the types of hazardous products they may house in
their complex. Harford County Special Operations keeps these records on file and has plans on
how to mitigate issues if they do arise. Aberdeen Fire Department also pre-plans each building
and makes response plans accordingly.
These large structures receive a larger 1st-Alarm fire responses than normal should there be a
fire emergency. 1st-Alarm for this area consists of responses from Aberdeen Fire Department,
APG-A Fire Department, Abingdon VFC, and Joppa VFC. The closest fire/EMS stations to this
area are: Perryman Fire Station (substation of Aberdeen Fire Dept) which houses a fire engine,
and a Harford County (24hr career staffed) Ambulance. Next is the APG-A Fire Department
which has multiple fire engines, a ladder-truck, and multiple units to assist on Hazardous
Materials Emergencies. The Aberdeen Fire Department’s Main Station houses two (2) Engines
and a Ladder Truck that would respond.
“How will this proposed development affect existing response times?”
As the fire service has been responding to this area for years, new development will not
necessarily affect response times unless the road is blocked for any reason.
“What resources and accesses do you feel are needed to decrease or keep response times by
Emergency Equipment if the proposed development is implemented?”
DES will work with all of our emergency responders and partners to ensure quick response times
for the safety of our residents and businesses.
“What unique emergency services resources are needed to handle mega warehouse facilities and
related operational aspects?”
DES will work with all of our emergency responders and partners to ensure the safety of our
residents and businesses.
“Do you feel that the safety of the community is jeopardized if the new warehouse complex
shares the same roads?”
Anywhere large trucks and cars share the same road there is always a risk. Since there will be a
greater incidence of heavier truck traffic on these roadways, one could assume the risk may
increase and driver’s and pedestrians need to be ever vigilant.
“How will the isolation of 400+ homes beyond Perryman and Canning House be addressed? By
when?”
As with any emergency event, DES will coordinate efforts between all emergency responders to
ensure the safety of our residents and businesses.
“Are there concerns with preventing trucks from blocking the entrance/exit to the existing
firehouse?”
We have not had a serious concern with current truck traffic blocking the EMS station at
Spesutia and Perryman Rds. Although, if possible, the Department of Emergency Services feels
better and visible signage will alleviate this.

We are writing in response to your correspondence regarding the above referenced proposed project.
The Forest Stand Delineation (FSD) has been submitted to the Department of Planning and Zoning and is
under review. This is the first plan that would be submitted for the Department’s review. This plan was
submitted on 12/01/2021. A PDF copy of the FSD is attached.
The Forest Conservation Plan has not been submitted at this time.
The Traffic Impact Analysis has not been submitted at this time.
